Can't learn professional big gun from Jacob in the Hub

Hi guys, my char has 58 repair and i talk to Jacob with 1,500 caps in my inv but there is only option to trade with him, what's wrong may i ask?

You need 4 Inteligence for full dialog options with this NPC. You are not the first and not the last one having problem with this restriction. Use mentants (+2) and/or armor with bonuses to raise Int.
