trying to buy a base...

i went to klamath earlier with the 30000 caps for the depot base,but smiley,they guy i gotta talk to has no dialogue except goodbye.is there something i have to do first? or is it a bug?

i think you have to have 2 players along with you.
i also think you have to register a faction name, but i am not sure.
check the wiki.

you can buy them alone. At least the DIY bases.
Be sure, that you are not in a NPC faction

Nope, you can buy it alone.
If you can't, then you are added to another faction (check ~factioninfo).
