What happened with Vault 15?

It's been about a month since I last played, and was feeling nostalgic, so my buddy and I decided to hit up V15. No troubles on the first level, then level 2 there's 4 guys with over 300 hp each, hitting us for a high amount of damage. We've given up getting our stuff back, but we're just curious at this point, why is it now a death trap?

Electronic Parts are on the 3rd level, and if those guys are on the 2nd level it mean that newbies cannot get them anymore from V15.
Maybe you could move them to 1st level with some low-mid enemies.
