Bonus Rate of Fire Perk.

Hello guys, I made a PVE energy sniper build.
It seems that the perk ''Bonus rate of fire'' is working for the most part, but when I have 5 ap left and try to aim with both the plasma or laser rifle, it says I need 6 action points to shoot.
Is this a bug or in fact the aimed shots won't cost less ap with bonus rate of fire?
