Bunker Quest is bugged.

I went through the quest, finally got Wally's name- But all he says to me is leave me alone smoothskin or some such crap. Changed faction leaders and everything to get it moving again...... still noda.
I'm kinda on a time crunch to get the bunker.....

Go back and talk to him again. I remember having this problem last season. It finally worked but i didn't change anything. It was as if i just had to wait a while and then Wally talked with me and i was able to get bunker.

Tried talking with money in hand.
Tried talking with money in inventory.

Tried doing Elmer stupid quest.

Next time provide some/any details that might help. Give screen with npc you are talking with and current dialog state.
But from this little info you gave it seams to me that you still didn't finish this quest (you know his name but don't know where he is - talked with too few ghouls).

You can go to real Wally once you get this dialog from ghouls:
"Smoothskin. I know. But I am not the fastest anymore. My flesh smells and my bones are clunky. So keep ya down. I know a Wally. He lives somewhere alone at the Watershed. You should check it out and leave me alone."
not only this one:
"Uah... mmmhm... Smoothskin, I think I know such a person. Don't know where he is, but his name might be Wally. Wally the old. More I don't know."

I had the same problem, Wally doesn't want to talk with me even I talk with all guys in correct order. I will make screen today if he will not want to talk with me.

Short of going into the sewers, I've talked to every ghoul in Baker's Patch. Even got a dialog with one about "Where can I find Wally" or something. Most of them I just get an "UHHHHN!" floating text.
I really got to screen shot this?

Ok. Fine. I'll arrange to switch leaders again.

I think you didn't talk with enough ghouls in Necropolis, for screen I was thinking about one with dialog with final npc Wally.

Ya, that's the problem...... I can't get him to talk to me. And to first all the next question, yes, I've talked to all the ghouls in Watershed. One said, talk to Wally.
Talked to the glowing ghoul by the water pump. He told me where Wally was.

Litterally- there's no one left to talk to. I even tried THAT fir shits and giggles. And having a second character tagged to me (he was standing just inside the door). Tried money in hand, in inventory.....
NOTHING!
