using the Kits uses 3 AP compared to the 5AP, just mentioning it because I don't know if this is actually a bug.

I don't think its bug, maybe it is but better do this as not planned feature. You need to have it in active slot (not second hand) changing slots takes time

Not a bug. However, if you have any suggestions about how to make doctor/fa kits better, post it in suggestions board.
