NPc who gives Treaseure hunter perk (Micky, the dwarf next to well at BH) requires 3 CH to get perk from him

Some of NPCs who give support perks, may act strange if you have low IN (under 4IN)

Got it yesterday with 128 Lockpick , 10 INT and 1 CH - So I guess it was the INT in your case (not saying you need 10 INT, but I guess you need a little bit more than 1)

I think you need atleast 4 int.
I am not able to take it with a 1ch 2 int character. If i equip an armor that grants +1 int, i still cannot get the perk.
Is there another item out there that grants +1 int except for mentats? My character is chem reliant and i dont wanna get addicted to mentats.
