Definitely need this.

Because I just LOOOOOVE going hunting with PE9 and Cautious Nature and spawning right smack dab in the center of a group of NPC's. Doesn't matter if they're friendly or not, everyone is hostile if you're that close!

Sarcasm aside, I really don't understand why it isn't hard capped to your PE, at least in an appreciable amount. Just make it X-Tiles per 1 point of PE. Then make Cautious nature add X-PE for purposes of spawning into encounters, in very much the same way as Sharpshooter does for view range. Assuming Sharpshooter works as advertised, I don't have it.

It's already been brought up that Bethesda would probably take issue with using that. On the other hand, just throw in some lore accurate Desert Ranger armour. I'm sure someone talented could make it.

An OCEAN HQ would be a logisitical Nightmare, and not worth it... unless it had a private ADV Work Bench!

The whole point is that all of this should only be available to factions with access to Vertibirds. It's for fun and roleplaying purposes, not because it would be tremendously useful in some way. Well, other than technically being a bit more defensible.

Then lets take it up a notch. Extremely difficult dungeon, the prize for fully completing it is the ability to pay someone, (probably someone at the docks in San Francisco) to fix it up and then you can use it as a faction base. It wouldn't replace the dungeon of course, just give you your own private instance in the same manner as the abandoned bunker, although a hell of a lot more expensive I imagine. On that note, I'd like to suggest beached ships as faction bases as well...
Alternatively if the oil rig itself seems a little too much, have it be something like, "Since you cleared out that old Enclave oil rig we did a little studying and though you messed it up pretty bad we think we can salvage enough to make you your own ocean headquarters.... Though why you'd want to be out there is beyond me." and make it a smaller, scrappier version.

Enclave OIL rig dungeon for high level players with vertibirds would be great. I suggest making multiple landing zones that all have entrances to the main rig in order to prevent camping of the entrance however.

Being able to take the howitzer back to your base and have it become a 'merc' would be awesome. Make it stationary, automated to attack enemies outside of a certain distance from friendly players and mercs, have it do about the same damage and blast as HE rocket, and have a full ap attack and full ap reload (One shot every other turn) to keep it balanced. Of course it would use howitzer shells for ammunition. Useful little thing but not overpowered i should think, plus if you keep the ammo as difficult to find as it currently is it would be rather limited use in a large battle.
