General Game Discussion / Cave Base

i just recently bought a base from Junk Town by my self, but i cannot use the terminal inside the base.
when i try to use the terminal it says "sorry but you are not authorized" and i cannot do any thing ells.

is there something i am doing wrong or is that because i bought the base by my self


PS.
can any one tell me what a pre war facility base is?
