Is there any "minum" player should donate to gain benefits?

Since DocAn has been flooded with rerolls requests, we set a minimum of 5 euros per character reroll. While other things are fast and easy, making rerolls requires more time.
All other benefits have no minimum required.

no, you can just put your points into some other skill on same character
it would be advantage

Are support perks, professions and points gained from skill books (Dean's Electronics etc) kept when you reroll?
