cant seem to find a place where the most % is to encounter them

Try around Hub.

31:8 (near Vault City) is a spot with mainly brahmin vs ants
30:8 is a spot with mainly brahmin vs ants, but also some weak raiders

Around Modoc there's lots of brahmin, but less safe.
South of the hub you can find brahmin, but players too.
Around NCR but... again, you'll find players who love finding you.

I always hunt brahmins at 1 square down of Junktown.
