I am unable to take Strong back support perk. I am talking to Francis in BH (super mutant in bar) and dialog option does not appear. My character meet all requirements - I have 6 lvl and 10 end.

IN = 2, CH = 1.

The same issue - Rondo in NCR. It is impossible to speak with him without mentats.
