Who and where can you actually use the steal skill?

I tried making a sneak+steal character, but there is barely anywhere I can actually steal from. Does this mean that sneak and steal characters are useless or is there actually someplace you can steal at?

The only thing I have managed to steal so far is an old shovel from a salvager in a random encounter. That's it.

Sneak characters are useful for PvP.

Steal is worthless now, it should be removed IMO since there's no point for it.

They are used to scout the area before the main team spawning in during a battle.

Also they can backstab enemies at low HP or shoot enemy snipers from behind with LSW or using another sniper. Since sneakers were changed, no one really takes a P90 so people use plasma grenade for anti-sneaks.
