Yes, if you have at least something around 10. CA mk II and Even Tougher and you have 9 less dmg from normal guns, and 3 less dmg if those guns have piercing ability. 3hp per bullet is still something.

Here is the build I used in hinkley and also a bit in reno, it's smarter (less leveling needed) and stronger than the previous I saw before, but it has less perception.

Perks: adrenaline rush, more crit, even more crit, sharpshooter, even tougher, better crit, lifegiver, bonus rate of fire
Drugs: nuka, beer, psycho (no cigarettes, no jet, no buffout)
Tags: small guns, energy weapons, and whatever you like (fa, doc...)
This build is a permanent 3 perception (even on drugs) with 235 hp, 70 DR and adrenaline rush making you survive 3 ranged gatling bursts (not a hex though, so dodge if they get close). You can play it with a plasma rifle, a .223 pistol, a scorcher or a blaster. Or a pancor jackhammer (cause why not, always good on full damage minigun bursters).
3 P is 29 hex sight, both plasma rifle and .223 pistol have 30, so you don't get any benefit from a bonus range weapon. You can always start with my build, and when you lvl up enough you switch to Seki's. It's different playstyle, you choose.
