Help plz with perk Finesse

Hello all. Can any1 tald me about this perk. How much damage do with it. Example i make 100 damage with no crit. And can any1 say me how much char can get crit chance max. Sorry for my English its not my Languages.

finesse gives you +10% critical chance, + reduces target armor critical chance modifier by 25%
downside of finesse is +30% damage resistance for target when calculating damage, its hard to say how much it is because it depends on target dt/dr/yourweapon etc..

this trait is useful only for cripplers (snipers shooting arms which are focusing on disarming and crippling enemies, not killing them)
