Game Help / Random encounter Karma question

Hey guys, I'm currently levelling my character up in random encounters and I'm just wondering if anybody knows what human NPCS won't affect karma when you attack them.
The ones I currently know of are:

• Maruders
• Raiders
• NCR Army
• Powder Gangers
• Robbers
• Highwayman

Game Help / Any advice for a decent Big Guns PVP build?

Hello everyone, I'm fairly new and I'm about to make a new character solely relying on using Big guns and mainly bursting or other types of big guns to adapt to the situation (Rockets etc)
I've went through the forums and read a few builds from newbie guides and other people of have asked the same questions as well as gone through some builds on nitue's character planner. However some of these were quite old and I don't want to jump onto any build which may no longer be as effective.  I would really appreciate some more recent stable builds which can hold his own weight in a solo or team based PVP match while not being too extreme like dying in one hit.

It would also be a great help if you could explain why you think this build is good and the pros and cons of it. Thanks!
