Drug cooldown timer

Simple timer, so that we would know when our drugs are about to expire. A watch works too, but it would be better if we had on-screen information.

The idea is nice, but I'm not sure about implementation.
What would come first would be probably some easy solution like to get remaining time in log, by using ~drugs command or something.
Do not expect it before the launch, however. I'm busy with more important things for now.
