This would actually make a huge impact on Pancor builds. We could use the PE points somewhere else, and then just buy some glasses to get 4 PE. I dunno if that would be a good or bad thing. It may make it a tiny bit unbalanced. It also may make no difference. Who knows?

Low perception is only 1-4. And it make it only 5 PE max, so I don't know if it's so big buff...

Maybe if they get changed to +1 perception only, and toss in mirrored shades too then.

4 Pe for 1 Pe characters is still suboptimal

Though there are tank builds I've seen that have 3-4 Pe. A build on a winning team.

+1 Pe would mean 9 Pe would be 10 Pe.  Though there is a trade off for protection in either case, if a tank doesn't have armor its not doing its job.

It definitely wont be OP. The only place to possibly use a 4 pe build would be reno. And even then prepare to die in 2 plasma crits since you are wearing spectacles.

I suggested that the various doctors or at least one of them sell spectacles given that they have eye charts, so I would figure they would know a thing or two about optometry. But yeah the Librarian could work as well.

I think for things like Mirrored Shades, clothing and random blue prints it would be better for random wasteland merchant encounters to have that. As of now as far as I am aware they have nothing go on them. Beef up their body guards and give them a chance to have something good on them.
