Where have all the Footlockers gone?

I started playing again a few days ago and, despite 60+ different urban encounters, I have yet to find even one footlocker. What happened?

So i saw this and found a footlocker on my first attempt. All seems normal. So now i wonder...do you realize you need to troll on urban zones for encounters with NPCs? Not just go into an empty one.

Lockers only appear on encounters with critters. Also the rewards you can find on them are related to the power of the critters you find, if i'm not mistaken. For example, you can find better items on super mutant encounters than in rats encounters.

I've found 2x enclave armor (84%+) in an enc with a couple easy ghouls and jack shit for items from harder encs.  I'd say the loot is random much like caves.

All footlocker loot is randomized on randomized urban encounters. I've gotten some decent gear in empty urban locations. Just watch out for traps, and PKERs lol.

Just went on a 50 footlocker hunt. Took maybe 2 hours. They're definitely still here.
