I an roleplaying a Santa/Grinch joint project to create a "cloud" version of the old Gray Rock Village from 2238 (a carebear gang of sorts, which offered a safe base open to anyone who behaved iirc).

In this case, there is no security. No administration.

Just a network of "lily-pads".
These could be used as meeting points, rally points, water stops for brahmin carts, convenient workbench locations ... and places for PKs to hunt for victims.
I would not trust them for storage. Perhaps I will put some containers in and let people bring their own locks, but you know what would happen.
