It's not really a bug, its just that when you switch weapons you lag slightly.Switching arms = 1 second, Shooting animation x2 = 1.5 seconds. Switching weapons and then shooting 2x takes 2.5 seconds. The average is still the same, there is just small lag.
edit : i seen few people with high ping doing it very often without even switching weapons
