Yeah, I've seen this also but wasn't sure is this bug or not.

Opened footlocker, and I was still sneaking. After I took some heavy items from footlocker I've become visible again.

Eh why exactly does it need fixing? If you don't take stuff you won't become visible.

If your sneak is high enough, it should never turn off with silent running until you SHUT it off...
