That's for a bluesuit. I once hit a bluesuit for 1200 with Vindi.
I was curious myself what exactly the difference is so found 5 minutes to calculate these:
Target: Toughness + Even Tougher character in CA MKII + Psycho + Beer (no implants)
[75% DR / 11 DT]Shooter: MRD (no BRD) char
[+3 dmg per bullet]Avenger [+20% min dmg/+20% max dmg, 5mm AP]

(12+3-11+12*20/100)*2/3*40*(100%-[75-35]%)=102,4
Max
(15+3-11+15*20/100)*2/3*40*(100%-[75-35]%)=160
VindicatorMin
(20+3-11)*3/2*25*(100%-[75-15]%)=180
Max
(28+3-11)*3/2*25*(100%-[75-15]%)=300
+ Avenger’s got slightly better range
+ Avenger can be –AP (so you can have two burst in a row with any PvP char) and have Crit Chance/Power bonuses (and Dmg bonuses might be up to 25%)
+ Adding BRD will bump Avenger’s dmg much more comparing to Vindi’s
To be honest these are not really accurate to what I observe ingame (with implants and HPAs these are more accurate for a hex hit).
So yeah, Vindi might have better damage on one burst, but averagely it doesn't kill with one blow and you can shoot second time faster with Avenger + you have a better chance to score critical hit. I'd still stick to Avenger even if 4,7 was more common.
