I had two people come up to me in NCR mining site in vault suits. His friend suicided by killing my brahmin (then getting killed by guards) and his buddy just ran over and grabbed all my ore from the Brahmin. His friend then came back after respawning. Is this just shit manners or considered foul play?

In FOnline, if you don't play foul you never become anything.
Anyway it's called "teamplay" :D

it's kinda stupid though. if they kill me and take my stuff, guards will shoot, but not if they kill follower and take his stuff. it should be changed :)

Park your Brahmin in the exit grid. If they kill your Brahmin at least they'll have a really hard time getting your stuff.

Since I don't use public mines anymore, I can share few secrets with y'all:
1. Use veins placed near edge of map (in NCR it is North-eastern one).
2. Use only this one vein. Dont run around the place.
3. Place your Brahmin near the edge of map.
4. If some shady character comes too close, ctrl + left click and command your Brahmin to run away. It will disappear immiediately. The Brahmin will get back to you on World Map.
It's still a risk, but it should do.
The best option is:
1. Build mining char. 10 strength, 2 support perkis gives you 216 carry weight (432 with overweight). Its good to have a lot of endurance to withstand some hits.
2. Build safehouse right next to mine

Yeah tent near mine would be best :D
Even better, if you have outdoorsman 100% to get ranger support perk.

Would these 2 hillbillys happen to be : VORONSUCKS & DeputyDope? beucase those 2 are 1 person deul logging to take advantage of others, he does that in mines quite abit

exit grid cow is a fail, cow in a pub mine is a double fail.
just log to char 1, punch char 2 (also logged in) and he will have few seconds to gram all yer goodies and when the timer ends he will be in WM.
never bring a cow to a pub mine.

Had my cow killed 2 times so I only use my miner in public mines. Ppl even use 3 vs 1 combo that is 2 bluesuits with xl kill you and 3rd one steals the stuff. Not realy sure if it's worth to put so much work when those 3 guys could mine that one minute or just steal stuff like normal thiefs :D

Hehe yes it is. I used to play Eve and they suicide gank a lot in the Jita (high sec) system too. But the fact that the guards do not attack the one looting the dead player sucks. The fact that a guy can go in without armor, kill someone at a safe mine, die, and then let his buddy loot the dead player without any consequence makes it a little silly. It would be fair and square if the guards started firing on the corpse looter or at least let other players kill the corpse looter without getting punished would make it a lot more fair. The guy who suicides loses nothing and can just run back without consequences. In Eve he at least loses his ship and security status.
