Why would you want wipe without any improvements?
Every single time there's a wipe and ohh nothing changes at all, I mean changelog shows a lot of updates but you can't see any of them (Yeah, I haven't noticed any new quests or new activities since 2009).

If you wipe the server now, it won't change anything. Newfags aka newcomers will just cry that they've lost their pieces of junk, apes will have to fail the exams at their high schools to grind some new stuff. But at all, nothing will change.
Game will be still about farming ncr army and enclave in TB as their AI is simply a joke, everyone will play with the same build. Everyone will be wearing ca mk2 and lsw. Wipe won't change anything till you implement new things for players, or at least repair the broken ones. I know it is impossible to make everything work perfect, as there's not enough time to do so. But at least balance the weapons - low tier is not used, the only used weapon I have noticed is LSW for 100% players excluding newbies with lvl lower than 10/15. Plasma Rifle for TB autists, and p90c.

It's even easier to get stuff on reloaded than fo2, check the changelog from before wipe and you'll see good looking updates. But if you go on a server, and you played it before - You'll see that nothing has changed at all. That's not a butthurt post as I don't even play the game, but if there's a wipe planned at least get some helpers into your team, some new ideas that might interest newcomers and people that aren't interested in TC or any PvP at all.

There's just a few quests (Check wiki page about quests you'll shit bricks). Noob fast shot that destroys turn-based fun, unbalanced imo weapons that makes you cringe when it's about to fight someone. Oh actually you fight exactly the same character as you are, just a different name.

If you just want to start over again, have around 50 players more for maximum a week before they get bored again, waste a few hours on doing literally nothing new from what you do now, yeah wipe it then. If you want the game to improve, instead of posting shit like "hey i have an idea, do that and that" start doing it, you are free to download tools and SDK to test it yourself. If it works and you think it would be great to be implemented, send it to the developers. The game is free as you don't have to pay for it, some people donate but most of you wouldn't spend a penny on it. So you play a free game that somebody is working on, someone's paying for hosting so you can play it and shout nigger on em, and you still cry on forum you don't like it?

tldr for apes
We all know that wipe won't change much, people will get bored after a while and server will drop on 100 players again.
You all will just have to farm over again, farm exactly the same shit and exactly the same way as you do now - so what's the point?

Maybe community will start working on making any improvements, test it themselves and ask developers if it should be implemented to the game with next wipe.

PVP apes all want wipe because it is going to add a shitton of new content, both quests and pvp stuff+balance. PVE noob content too. This wipe will change a lot so I think a lot of players will be playing it for a long time. Last wipe doesnt count as a wipe so much as a reset imo. Yes actually it has. Even in the last wipe things changed and I barely consider that a wipe. Without lots of implants and t4 gear gatling laser became much better. You dont see lots of tpr users anymore. You see a lot less super high leveled people because of the power servo crafting nerf. No pancor gecko breath dominating reno now. A lot of builds are different than last session because of things like lifegiver changes. But if you still think lsw is OP then come fight any real pvper using the single build you know and think everyone uses and they will beat you with pancor, xl, p90, incinerator, gatling, avenger, plasma rifle, laser rifle, sniper rifle, 223 pistol, and grenade launcher.
