hey guys just wondering if there is a range of lockpick skill you have to have to even have a remote chance at picking a car

so i previewed NCR and selected residential thinking it would drop me down by the presidential office. Well it dropped me into a housing area and now i cant get out of the map. When i bring up the pipboy it shows the exit grid to the south but the map will not let me scroll that far south to even see the grid so now im just stuck. any way to get out of here?

Hey guys what stats are needed for this quest? The wiki says lvl 3 and up but I have the part but when I try and use it on it or use repair it does nothing. Any help is appreciated.
