Title: [Mechanics]Reset reputation always cost 5000caps

Dialog says that cost would be between 0caps-5000caps.
Even you have let's say -1 to -10 reputation to some faction, it still cost 5000caps :D

Is this bug or feature?

Just take a look at the changelog:
