Give Pancor Penetrate perk

Pretty simple suggestion. Replace Accurate on the Pancor with Penetrate. Since it only has 16 range, it has no use for Accurate. Let's be honest, shotguns are never used in TC. This would give them more viability against all the heavy armor people wear.

This would be a neat Stop-fix until more shotgun ammunition types were implemented.

What if it had Penetrate, and when used with the new AP ammo, the two effects stacked with each other. Is that even possible?

Yes, it is used in 14mm pistol.

We are working on adding new ammo types for shotguns.

Here types of ammo i came up with

Incendiary rounds - turns normal damage to fire damage
Slug rounds - armor piercing shot ( might make have accuracy penalty but make do more then normal shotgun rounds)
Explosive rounds - turn normal damage to explosive damage and maybe small area of effect

One of next updates will add Flechette/Slug ammo types for shotguns, also I'll check weapon perks and change them if necessary.
