If "car" means vehicle or transport the fastest is vertibird but it is only available from special encounter so you must be lucky to find one or buy from players.

Personally I love buggy because:

+ very fast
+ it is great for transporting between tents, bases
- only 2 seats

About Verti... It is not as fast as Corvega i think but it never slows down. So on plain desert corvega is faster than Verti, but in mountains Verti beats corvega.
