buying a base

So, i don't know if this is a bug, but i want to buy a base, so i already go to ncr and vault city foreworkers and the conversation is always the same in circles...
at the beggining of my last character gameplay, i remember that i had the choice of answer "me and my partners, bla bla bla" but now i got no option...what happen?

yes, i do have 10k, i even go to the npc with the caps on my active slot...
i'm not in a faction already, somebody told me i can buy a base alone.
the unique command i know is the ~ffn to see the avaliable factions, but i don't know how to choose one.

i created another char and tested it..the message appears:
"me and my fellow travellers would like to finally sttle down and build our  humble abode. But we obviously aren't skilled engineers. Can we hire some brigade?"
but for my actual character this doesn't appear...why?
Does the loner trait has something to do with this?

Maybe the character is already added to NPC faction.
