few perks sugestions and ideas

1st toughness and even tougher make it so it gives all kind of damage dt and dr not just normal since this perks are only usefull start to mid game and will be useless in end game
2nd hth evade and hth evade + make it so you acutally could wear meele weapons and let this perk work then - we all now that dodging is easy when have empty hands but while wearing weapnos such as spiked knuckles, power fist or maybe only one handed ones like spear, knives etc with racional thinking you know that same would be to block parry blows  - eastern action movies tell a lot about it
3rd in your face - make it to work from 2 hex distance since some meele weapons got that range also when unfortunate kb in the end of turn happens with couple of hex distance it will become useless and in this way will work better imo

You kidding right? I see you didn't played any pvp at all

HTH evade should work with all close combat weaps, if not then its buged.

No, already its very powerfull perk

mele HH with mega power fist can easly ko to death 9999hp takn with 20/90% resist, only way to kill mele is 1hex him or shoot him at distance. 1hex bg/gatling is very powerful and in your face is perfect perk to avoid it na ko to death bursters

toughnes/even tougher are fine like it is. you dont need trsholds for ew or plasma, becasue they are aim crit weapons and gatling have 50-100 base damage, so it wont make difference

2x tough nad adr rush + psyho is perfect combination vs avengers and if for you toughnes is ules play "Tank" without it and you will see how many damage can dead 3xbrd avenger burster
