no, thats how TB encounters works.. it works like this :

RT only :
- your forced encounters are RT
- you can find /be forced into player's encounters which are in RT

TB only :
- your forced encounters are in TB
- you can find /be forced into player's encounters which are in TB

both modes :
- your forced encounters are in RT
- you can find /be forced into player's encounters which are in RT or TB

Then it looks like TB needs to be changed, or maybe not.

Cause combat starts before any attacks are exchanged for my encounters. Which is annoying when its rats, less so when Renegades (Rouges was it the CA Killers?)
