I've searched the Wiki and Forums, and can't find anything related as to what this item is or does.

Can anyone shoot me a little clarification?

Does nothing but you can wear it as a helmet :P

It protects you from the psychic attacks of the master
but since he's dead it's about as useful as a tinfoil hat.

That's what I figured. I thought it had too much resemblance to a ball gag.

Some merchants will buy them. Not a lot of caps, though... I got 50 for mine.

I suggest adding psi attacs to replace reserved in skill points ;)

Then Psychic Nullifier will be usefull again ;)
