Can't sell slav...servants to Servant Allocation Center in Vault City

I have slaves with me. I ask if they are buying and then I can't sell them in Servants Allocation Center in Vault City.
Is this bug or am I doing something wrong?

not sure if possible selling them there.

Metzger do buy my slaves but I would wish to sell in Vault City.

So I understand that it is bugged?
