Big group of players don't simply give a fuck about PvP, they just want to hunt their geckos or some other mobs.
PvP players are minority, PvE is the way the MMOs should be priority, apes can go away I don't care, I can kiss them goodbye and let em go on fo2 or somewhere else, that would be even better for the communtiy, pvp apes are most toxic, unfaithful, unfair, and egoistic kind of players, I hope those veteran apes die out quickly or cry and ragequit, because they destroy the gameplay.
In every other single mmo game PvE is priority, and PvP is the endgame, there we got a problem, where apes want majority (other players) to participate in some PvP activities they don't want.
Although it may be offtopic and is, TC is not viable option, but as said, no one came with a better idea, but still, TC destroys the ability to get to those cities at prime times.
Changing places from TC in classic cities (Modoc, Redding, BH, Gecko, Klamath and Den) to specialized locations for those shitty apes, to locations like "factory" "toxic waste dump" "hi-teq-facility" "old-fort" and so on, PvP apes will have their dumbass activity still, and normal majority of players can visit their cities with ease.
PS, Changing or introducing tc-windows won't change anything so far.
