It should retroactively add you the HP you should have had with 1 more END point.

Agreed, same with gain endurance perks etc. Perhaps instead though if the endurance implant could be installed at level 1 it would be a quick solution.

Although, the charisma and intelligence implant aren't really "top tier" items either so maybe these less useful implants could just be easier to find.

I think that very low, if any...
