Thank you BB, I was aware they can be purchased from vendors. I mean this sincerely, it's not some kind of veiled passive aggressive nonsense, I respect the fact you are trying to help out a newer player.
I was under the impression they drop and can be traded by players. If this is not the case please accept my apologies for wasting your collective time.

Hi there.
I'm new here, so I am looking for allies. I've played more online games than I can count, and so far this one is in the top ten for sure. I'm thrilled to be playing an online version of Fallout 1/2, I put more hours into these games than I can count.
I was wondering if anyone wanted to team up, or perhaps I could work for someone for awhile, earn my keep while I learn the lay of the lands. I can use IRC, Vent, anything even in game radio, just send me a message on the forum.
Thanks, and I'll try to keep everyone posted as to my adventures in game.
