Bug with radiation and global map

My friend's char died on global map with car by radiation damage and now he cant drop to enconter. Its continues the second day so we decided to write there. Need help from administration maybe.

P.S. Character is really good craftman who has many blueprints in it.
P.S.S We will write ID of character later when friend will be at home.
