Is hit the gaps worht picking at all and does it work on helmets too like i aim eyes or head?

Critical modifires are 
Crit Chance and Crit Power?

So best case scenario it gives me 5% to crit and 5% on power
and how does it count whit Crit power roll example
Crit rols are 10 20 30 40 50 60(whit bether criticals)
so if i do 30 but he hes armor whit -10 crit power and i have this perk it would be
30 - (10/5) so it would be 25 would thet count like 20 crit power roll or 30 crit power roll
