Some of non combat perks to support perks

Healer, Healer+, Ghost and Silent Running to support perks.

For medical support perks NCR doctor.
For Ghost and Silent Running support perks, HUB steal support perks NPC.

Maybe Medic perk to support perks too, maybe with enough high requirements or quest to get it.

Requirements is all that matters ;)

Just high requirements enough (or better SPECIAL requirement to support perk) to get it.

Healer, healer+ = Not without wipe and nerfing a little
Ghost, Silent running =
Medic = MAYBE, but again not without a wipe. Still: It should have high requirements, like First Aid 175 and Doctor 150.

Until we have 10 in every SPECIAL and ability to add/remove traits/perks at will, characters will be different.

This suggestion will remove some character's reason to live and make everyone with the same certain capabilities, meaning we have less variety (lol) and, basicly, sneakers everywhere.

Why do you people keep coming up with ideas that would need a wipe?
Even if it would be a good idea (and it's not) it just won't happen. A wipe is the second last thing players want (for now).

One of idea that FOnline2 used excuse to prevent get new perks/changes to them.

I think ghost could probably be a support perk because its really not anything worth a perk slot.

It doesn't go over the 300 sneak cap so it wouldnt make anyone more powerful really, just make people who don't have 300 sneak better at sneaking around walls.

I smell imba. Also, changes to perks are very unlikely..
