Remove NCRs Prohibition on Drugs

NCR Police will shoot you if you are carrying any drugs in hand. This seems silly considering that there are 3 different drug dealers in the town, 2 inside it's walls. While it's unlikely that most players will ever encounter this, I still think this should be removed so long as altering that code is not too time intensive.
