Where is the Junktown base builder for the outpost?

I earned lots of caps today for building the base called ''outpost'' which costs 130k caps.On the wiki,it says i need to find the ''Junktown base builder'' and it says its in the very first building at the south gate entrance.But he wasn't there.Then i checked every single building for him but he wasn't there.You guys know where he is?

Umm..excuse me but there is no option for the outpost.Am i doing something wrong?I even accidentaly bought the gas station.

One question tho. Why do you want to buy outpost form this guy, when you can hire construction worker for 10k and put outpost wherever you want instead of random location?

I didn't see an option for an Outpost either. However, in NCR you are able to hire a construction worker for a mere 10 000 caps. Hire him and take him to the place where you want your base to be and set up a construction site. Bring the required materials to the site (drop them on the ground) and he will build the base for you.
