Hey,

I've got a problem with Smitty in Den. Can't talk to him, there's no reaction (no dialogue options) and can't get Mr. fixit perk.

Verify: you have Repair 120 or higher?

No idea why you ask him all those questions when he said dialog does not start at all (NPC is somehow bugged and you can go check that on your character).
I tried pushing and killing that NPC but none of those worked so it seams without GM help there is not much that can be done.

I was having a similar problem with Thomas Moore in Vault City. Went to give him the holotape that Westin gave me and it said my aim is blocked. I know why that usually shows up but he is definitely out in the open.

I'm not a slaver. Tried many times but there's no reaction as I wrote before. Nothing happens when I try to start a conversation.
