[minor] NPC blocking an entrance

The NPC "JavonkaD" at Shady Sands blocking the entrance to Dusty's Cantina.

It's especially bad because newbies/new characters can't get some really important support perks from Hoss.

A few days earlier a ghoul, Scyzor was blocking the same entrance. He could not be pushed from the way. So after a while he got shot..

I've seen many times that polices keep blocking doors to houses on NCR residence.

What are those NPCs' purpose anyway?

And yeah, many of the police officers are bugged at the residential area of Shady Sands.

also Tatoo shop at San Francisco is blocked sometimes by two black jacket npc. It happened to me only 2 times so it need to be confirmed

I see it many times. They were companions. One was busy but other could be catch easily:)
