Bug appears if you don't finish quest in 7 days. After this time location is removed and wrong value is assigned as quest status and as a result of that you miss dialog options to finish/fail and your quest cooldown is never refreshed.
Bringing quest item from another character's quest (and fail quest on that char) seams to be a workaround in this case, as suggested above.

If you know at what zone it happened you can check which encounter maps are available there so it's easier to find entry points that can possibly cause this problem if you don't have to check all maps ;p Entry points on some maps were already moved a bit away from cars/mountains/water but those were probably the most obvious ones.

Ideal situation would be if you travel with friends and when one of you gets kicked out than somebody from group takes screenshot of caravan's spawn location on encounter map.

People don't use Mentats (+2 CH) to buff Charisma because they also use Cigarettes (-1  CH) and Jet (-1 CH).

In my opinion party limit when traveling on foot should be always 10 (max party size) and limits should only apply when you use vehicles.
Charisma is useless and as such it should be treated since there is no way to make it useful enough to match any other stat from SPECIAL, that would not make more abuses than positive effects. So why make it harder for those who just want to play better/stronger (might even say "proper") character and dump Charisma to 1?

"But the apes 1 Charisma abuse dump stat shit vs RP happy build crafting Fallout" arguments are stupid because old players would just use proxy/sandboxie alt. For example this travel party size - use taxi alt and ignore any limitations they have to face from having 1 Charisma and who will suffer here is casual/one alt players who will have it harder to simply play together.

You just had the best power roll on that critical hit. You can insta-kill robot with best crit power roll shooting him in head/torso/uncalled even with BB gun :)

Make sure you both use OPEN trade mode (if one of you use open, the other one hidden than game crash).

Can someone describe what Quick Recovery actually does? I got it for a grenadier character, but it seems that when I tried it in Hinkley people without the perk got up at the same time as me.
1/3 duration of KD/KO/Lose Turn effects.

base duration of those effects is:
KD: -3 AP
KO: -Random(maxAP, 3*maxAP)
LT: -maxAp
and with Quick Recovery you get only 1/3 of that.

In human language it means:
Chance to desneak is calculated from your Steal skill -  weight of item you want to pick up:
chance_to_avoid = Steal_skill - 10 * ((item_weight * item_count) / 453)
chance_to_avoid is from range <5, 95>

So for example if you have 40 Steal skill and want to pick 150x 2mm ammo, with 1x 2mm weight being 8 you get:
chance_to_avoid = 40 - 10 * ((8 * 150) / 453) = 20%
((8 * 150) / 453) is rounded down before it gets multiplied by 10 so it's 10 * 2 not 10 * 2.649

Because of roll:
chance_to_avoid < random(1, 100) = desneak
that calculated 20% means 20% to avoid desneaking.

It can happen everywhere if you got 3 hexes above you object with high sprite like wall, furniture and so on. Will get fixed somehow.

From my experience player accused of magic vision had a friend on sneaker on back/side of enemy sneaker or just hidden in building with motion sensor (like for example church in NR Commercial).

For me strange are miniguns used only from 1-2 hexes etc.

Its because there is a hidden bonus to crit damage, not crit chance, doing that. (Same with F1 and FOT, not just F2). If my memory serves its like 15-20% more damage. 3-4 hexes away its like 5% and 5 hexes and beyond no bonus. It doesnt matter if you have Better Criticals or the BRD perks. Sure you get bigger numbers with those perks.

There are many options for PvP. But none of these options are currently feasible.
1) Resources for crafting items were obtained ONLY in public mines. The players were practically forced to do this work. There was constant dispute in these places.
I remember good times in Gecko/Broken/Redding mines both as newbie and part of APK gang later on. I would love to see private mines gone and public ones get more love. First idea would be to add some sort of reward for pvp players for protecting such mine from other pvp players for those who would like to mine in peace. I'm sure old players remember WWP and BHH projects, mines and protecting them played a big role there.
