How about an even easier solution. Instead of IP banning (which is easily evaded) just make shooting in towns impossibe.

However this will not happy. You fail to realize that killing inside of towns is not some unsolved problem. Its part of the game. The player will face death and minus reputation with the town.

So instead stop doing stupid shit in towns. and stay on the move
