Map,hp,npc or something else bug?

I have a little problem.I was traveling around near Ncr. There was some encounter and npc bandits with bombs. I had some of the radiation on myself. I killed most of foes when one of the npc throw bomb which killed his friend and knocked me to -11 hp.
Now the problem is I can't leave,regen or do much to help myself. There is npc standing nearby doing nothing. My hp is not regenerating and also can't kill myself?I am laying on the ground almost-dead.I can opem inventory. I was playing in Turn-Based mode.

It seem this is known bug?

Ah I alraedy tried +requesthelp ingame but nothing....
