Question about the perk "Right between the Eyes"

Hi all. I have a question about this perk.

Does it affect aimed shots to the eyes? The head? Both? All parts of the body? I'm pretty confused, hopefully someone can help me out. Thanks!

Target helemts stats. Helmet don't protect your legs or groin only head+eyes
