Rework rare CA two alternative ways

1.Change resistance to crit chance and crit roll to -15, like Desert CA and Desert Helmet.
Rare CA and Helmet:
-Brotherhoods
-Enclaves
-Rangers
-Deserts

2.Remove partial bypass if condition <50% , make this CA more durable and true rare.

I think now time to craft 4.7mm and 2mm.I am for rare top weapons, but against rare ammo.HK g11, HK g11e, Vindicator, Gauss R and P must become usefull weapons, but not only keeping in stock of bases or tents.Discuss.
