Here are some of my ideas:

Perks:

Perk Name: Stroke
Level Requirement: 16
Requirements: Explored atleast 75% of the map and talked to atleast 50 people.
Description: Dealing wih the sentients in the wasteland for an extended period of time have caused a small Hemorrhage in your brain. Each time you take this perk you´re able to change either your SPECIAL, Skills, Traits or Perks.

Perk Name: Cooler
Level Requirement: 1
Requirements: Gambling max 10%.
Description: While in your presence nobody is able to win anything in a Casino, Gambling hall or in Private Clubs.
Ranks: 1

Perk Name: Apathy Boy
Level Requirement: 12
Requirements: Outdoorsman 90%, Speach 90%
Description: Your way of life have made you attuned to the harsh environment you´ve been a part of for so long. When talking to wasteland slackers you have a 25% chance that they join you and your cause.
Ranks: 1

Perk Name: Drinking Buddy
Level Requirement: 1
Requirements: Doctor 60%
Description: You´re less likely to be affected by the various alcholoc beverages somewhat toxic influence on the user. Your speach is increased 10% and the perception of any attacker is reduced by 2 during the influence. Brahmin pee is smooth like whiskey.

Perk Name: Artful Dodger
Level Requirement: 1
Requirements: Speach 60% Pickpocket 60% Gambling 60%
Description: You´re less likely to be affected by the responsibility or the consequences of your actions. When determing the reactions of the NPCs in the wasteland to your actions you have a Fifty-Fifty chance to avoid any entanglements.

Perk Name: 2 is better than 1
Level Requirement: 14
Requirements: Small Guns 100%
Description: Gain the ability to use two small arms weapons at the same time.
Ranks: 1

Perk Name: Insomniac
Level Requirement: 10
Requirements: Outdoorsman 40%
Description: The time required to fully rest is cut by 25%. Excessive use will result in random physical permanent and non permanent conditions.
Ranks: 3

Perk Name: Arms Dealer
Level Requirement: 18
Requirements: Speach 100% Trade 100%
Description: Your reputation with factions when selling guns to them is increased 10%. You also recieve 10% discount when buying weapons and 10% bonus when selling them. You also recieve a 20% bonus when fabricating ammunition.

"The thing with Arms Dealers going to war is that theres no shortage of ammunition".

Requirements: Explosives 60%
Description: You´re 25% less likely to get a critical failure due to radiation when dealing with explosives.

Perk Name: Force of Nature

Requirements: Leadership 100% Outdoorsman 100% (need to add this skill).
Description: Everyone in your group recieves a +50% damage bonus with critical hits. (Can´t be taken if you have the Zealot or the Deadeye perks).

Description: Everyone in your group recieves a +50% to hit and a -25% range. (Can´t be taken if you have the Force of Nature or the Deadeye perks).

Requirements: Leadership 100% Outdoorsman 100% (need to add this skill).
Description: Everyone in your group recieves a +50% to range and a -25% to hit. (Can´t be taken if you have the Force of Nature or the Zealot perks).

Perk Name: Player
Level Requirement: 1
Requirements: Gambling 40%
Description: While in a Casino, Gambling hall or in a Private Club your winnings are increased by 50% and your losses are increased by 50%.
Ranks: 1

Perk Name: Tech Support
Level Requirement: 16
Requirements: Melee 80% Repair 80%
Description: If you have repeated failures but not yet critical failures while repairing broken equippments or trying to hack computers making them non-functional you´ll get a +10% bonus to the repair and melee skills due to rage for 15 minutes. If you break the item or get locked out from the computer you´ll get a luck roll. If you succeed you´ll get another attempt.

Perk Name: Dyslexia
Level Requirement: 1
Requirements: Perception 2
Description:Each tiime you read a book you´ll get a -50% reward to any skill gained when doing so.
Ranks: 1

Perk Name: Pez Dispenser
Level Requirement: 12
Requirements: Agility 6
Description: Increase the speed as to which you inject stimpacks and other chems into other peoples bloodstream. 50% increase in speed actually.
Ranks: 1

Perk Name: Fire at Will!
Level Requirement: 18
Requirements: Agility 8 Perception 8
Description: Each time you are in a group and use a granade or a rocket launcher the splash radius of the shell is increased by 10% but you´re 25% more likely to hit your own troops.

Perk Name: Just Like Home
Level Requirement: 18
Requirements: Agility 8 Sneak 80%
Description: You´re surrounded by a hideous fart type smell which gives you an 20% bonus to the sneak skill when sneaking on Super Mutants or Ghouls. However any smoothskins in your presence sufffer from an poison effect.

Level Requirement: 18
Requirements: Melee 80% Science 80%
Description: Your melee critical hits have a 25% chance to cause an additional random crippling effect on the head of your opponent.

Perk Name: Cookie Jar
Level Requirement: 6
Requirements: Luck 10
Description: Each time someone pickpocket you they are infused with an radiation effect. Stackable.
Ranks: 1

Perk Name: Maintanace!
Level Requirement: 3
Requirements: Luck 10
Description: Everyone on the battlefield has a 10% chance of having their weapons jaming after a critical miss. Stackable.
Ranks: 1

Perk Name: Medic!
Level Requirement: 3
Requirements: Endurance 10
Description: Everyone on the battlefield has a 10% chance of having critical misses when the hp is at or below 50%. Stackable.
Ranks: 1

Perk Name: Blood In Blood Out
Level Requirement: 3
Requirements: Endurance 8 Melee 80%
Description: If you get your leg or arm is cut off in combat you can pick it up and use it as a sledgehammer type of weapon until the end of the battle. This even works with prosthetics.
Ranks: 1

Perk Name: Chastise
Level Requirement: 18
Requirements: Endurance 10, Good Natured Trait
Description: When you´re resting you take physical damage. However you regain a small amount of lost karma and cleans any physical condition you might have.
Ranks: 1

Perk Name: Get the light!
Level Requirement: 3
Requirements: Chemical Resistant Trait or Chemical Reliant Trait, Endurance 6
Description: Whenever you´re affected by a radiation effect you glow. Making sneaking around you 50% harder. Anyone caught sneaking around you get that glow too. People find it hard to sneak around them too until that radiation effect is removed.

Perk Name: Wrecking Ball.
Level Requirement: 18
Requirements: Bloody Mess Trait, Kamikaze Trait, Endurance 8
Description:Your equippment does not require maintanace.
Ranks: 1

Perk Name: Contractor
Level Requirement: 8
Requirements: Quartermaster trait, Construction 60%, repair 60% (need to add this skill).
Description: Build time on any structural building is reduced by 10%
Ranks: 3

Perk Name: Dispair
level: Requirement: 3
Requirements: Whiner Perk or the Drama Queen Perk
Discription: Everyone around you gets and additional damage resistance reduction of 10% and another -5 to sequence due to their lack of faith

Description: You gain 5 more distributable skill points at level up

Name: Pro Looter
Level Requirement: 6
Requirements: ill- tempered trait
Discription: You get 20% more loot when looting

Name: Frequent Flying Bonus
Level Requirement: 6
Requirements: Jet Lagged Globetrotter
Discription: You pay 10% less with NPC paid transports

Name: Mutant Friend
Required Level: 9
Requirements: Strength 5, Outdoorsman 25%
Discription: Super Mutants and Ghouls will not attack unless you attack first

Name: Sadist

Requirements: Evil Natured trait
Discription: When you´ve killed a creature with a damage over time effect then eaten from that corpse you get a +2 bonus to healing rate for 1 day.

Discription: Shoot first then shoot later! The AP cost is reduced by 1 while using a Minigun.(Stackable with bonus rate of fire).

Discription: +10% bonus to the Repair skill and an ability to download the CPU content of the robot to your PipBoy. (Access codes,regional maps, patrol routes, blueprints etc)

Traits:

Name: Bald
Discription: Your hairless body makes you less likely to be set a blaze, you have a 10% fire resistance. Tradeoff is that you´re more likely to attract attention from the same sex. 10% infact, 50% if you wear the leather suit.

Name: Leader
Discription: You´re a natural leader and give everyone in your group a +2 to sequence and a +5 to dodge.

Name: Tatoo Artist
Discription: You look cool and are more likely to be the center of attention. The initial reaction of NPCs is enhanced (stackable with simmular perks) 10% or reduced 10% depending on your reputation standing with them.

Name: Whiner
Discription: You give everyone around you a -10% to damage resistance and -5 to AC due to your inherit failure potential.

Name: Drama Queen
Discription: Your skills in human interraction has made you an excellent motivator. You give everyone around you a +10% bonus to damage due to their frustrsation and a -5 to sequence because they are forced to focus on you.

Name: Large Frame
Discription: Your skeleton is more dense and solid than most. Your limbs are 25% less likely to be crippled but you´re 10% easier to hit in combat.

Name: Farmer Boy
Dicription: Your endless days shoveling brahmin excrements have made you a master at handling a shovel. You shovel the excrements twice as fast as normal and if you use the shovel as a weapon you do 25% more damage and use 2 AP less.

Name: Unskilled
Discription: You get 10 less skill points to distribute when you level up, good thing is you don´t seem bothered by that. However you gain a perk every 2 levels instead.

Name: Ungifted
Discription: You get a 20% bonus to speach and a 20% bonus to the chance of causing critical failures when you repair other peoples equippments.

Name: Rainman
Discription: When using thrown weapons your AP cost is reduced by 2 but your throws are 25% less accurate. Critical failures WILL hit someone randomly near you.

Name: Loose Cannon
Discription: Your Sequence bonus when using Grenades, Rocket Launchers and Grenade Launchers is increased by 4. Everyone hit by the AoE damage gets a knockback effect.

Name: Slacker
Discription: Your persuit of excellence have granted you a 50% reduction in any experience points gained. You also recieve a 25% increase in traveling time on the world map. Your cautious nature grants you a +3 bonus to Perception when determaning the initial position on the battlefield. Your lack of motivation grants you a +2 bonus to healing rate.

Name: V.I.P
Discription: You can have one additional member in your groups regardless of charisma due to your important contribution to it.

Name: Outcast
Discription: You can not be the leader of any groups. As long as you´re a member of a group you get +10% bonus to critical damage and while you´re on your own you get 1 AP reduction on any attack.

Name: Environmentalist
Discription: You care about the environment, and thats a good thing. Eating radiated fruits not only makes your pee glow but you temporarily gain a radiation immunity. Eating other types of eatable waste products benefit you greatly, and you feel good knowing that you´ve done what you can to combat global warming.

Name: Jihadist
Discription: You´ve learned the ways of the fork, survived the trails in the caves now you´re ready for the crusade.Your time traveling on the world map is reduced by 30% and you gain 50% more experience points using explosives. Crafting explosives is a second nature to you so all your explosive devices do an additional 25% damage.

Name: Sicknote
Discription: You´re allergic to any form of labour, each time you use an untaged skill you take 20% of total hitpoints in physical damage. Good thing is that you can select 5 tag skills at character creation.

Name: ill-tempered
Discription: You gain a 25% bonus to the NPC incentive regardless of karma to start a fight. Thats because having an irritable and unpleasant disposition is natural to you.

Name: Evil Natured
Discription: You have a +1 bonus to both Strength and Endurance (stackable above the 10 cap) due to
your constant destructive thrill seeking. If you gain karma for any reason you take 10% of your total hitpoints in damage each passing day as long as the karma gained remains.

Name: Tesla and Me
Discription: You´re energized beyond whats normal, like a battery. There is a possibility that you were hit by lightning as a child. This resulted in you having an impact on electrical and energy devices. Energy weapon ammunition replenish over time, electronic lockpicks have a 10% bonus to the chance of success due to the energized overdrive you provide. Energy based attacks have a 10% chance of healing you for the damage amount caused.

Name: Paranoid
Description: You´ve on the run from a vault somewhere, 157 years ago, but you can´t seem to relax. You get a +2 bonus to perception (stacks outside the 10 cap) and a +3 bonus to sequence due to your hightened senses. But as a result of the prolonged stress you get fatigued more easily 50% infact. You also get a -1 reduction of Luck since you´re jumping at shadows. This and you´ve started to grow foot fungus.

Name: Jet Lagged Globetrotter
Discription: Your fast paced life style and you well traveled persona gives you a 25% reduction in world map traveling times and you rest times are shortened by 25%. The down side is that all of your SPECIAL stats are reduced by 1 for one day.

Name: Bully
Discription: Your moma didn´t love you as a child now you´re telling everyone else that they have to by your actions. Because of this you get a 5AC bunus and a 10% damage reduction yet you recieve a -2 reduction to healing rate.

Name: Psychopath
Discription: When using chems the effects are enhanced by 50%, tradeoff is that you´re addicted to the psycho chem. You get a 20% bonus to the melee skill while suffering a -2 reduction to intelligence due to your permanent addiction.

Name: Quartermaster
Discription: All your bases are belong to me! Your carrying weight limit is increased by 75. You´re the only one able to build,upgrade and maintain any playerbase placed structural buildings and turrets.

Name: Nerd
Discription: Your dedication and perception for details in your line of expertise has granted you a +2 bonus to intelligence (non stackable above the 10 cap) and a 30% bonus to the science and repair skills.

Name: Carebear
Discription: You care, man! Thats a good thing! Thus you´re able to purify fruits and areas of contaminations. When you´re in a random encounter you have a 25% chance that any wildlife will join you for the duration of the fight.

Name: Noob
Discription: You can´t stand up straight and chew on brahmin hides, have no f***ing clue that your nose is full of snot but you´re an exceptional learner and thus any experience gained will be enhanced by 15% (stackable) and you gain a 5 point bonus on the distributional skills at level up.

Name: Hitman
Discription: Killing people is what you do best, so why stop? As a result of your intense training you´ve been granted the awareness perk as an ability. Along with an +4 to sequence and a 30% bonus to the sneak skill. However your lack of contact sports training have made you more fragile reducing your endurance with 2 and a -1 to healing rate. You´re also restricted to use Small guns, unarmed, explosives and Melee weapons only.

Name: Janitor
Discription: As the custodian your endless lonely days taking care of the vault has made you more aware, granted you a 6th sense. Thus you´ve been granted the motion sensor feature as your exclusive ability. Watching the floor for hours have made you more perceptive when it comes to detect mines so you get a 30% bonus to the trap skill and the hit the deck perk as an ability.

Name: Artificial Intelligence
Discription: You´re less likely to sustain crippling effects caused to your head, time affected is decreased 50%. You can repair rather than heal your head, though due to this cybernetic feature you get a -1 reduction to your charisma.

Name: Drill Sargeant
Discription: Talking causes you to dehydrate, so don´t. Everyone in your group get a 5% bonus to any experience gained while in it. Your way with words and tools for persuation will get knocked down or knocked out group members back on their feet. YOU`RE DISMISSED!

Name: The Don
Discription: Family is thicker than blood so whenever guild members earn experience points and loot money you recieve 10%, even if you´re not in the group. NPC contract killers you get 50% off and any mobsters encountered in the wasteland join your cause until they die or you log out.

Name: Lucky Bastard
Discription: Your luck know no bounds, unaware of it you go on about your business as usual as the world crumbles around you. As a result of this your Luck is increased by 4, but since you´re not aware your Perception is reduced by 2. Furthermore you´re immune to critical failures and you seem more likeley to find that extra loot.

Name: Crooked Politician
Discription: You know the tricks of the trade, thats why you ended up as a public servant." I might not agree with you but i defend your right to speak your mind". You gain a 20% bonus to both speach skill and barter skill due to your long service in congress. If you happen to kill the NPC you´re talking to or steal back what you´ve just sold him, no one would hold that against you. You woun´t loose any karma doing so, not even if people witness it.

Name: Stalker
Discription: You can tag a player (or NPC) then follow their movements on the regional and world map until they or you log out. Only one can be tagged this way at any given time.

Name: The Big Bang Theory
Discription: You´ve studied the Manhattan project by looking at people. They tell you that both ionizing and non-ionizing radiation can be harmful to organisms and can result in changes to the natural environment. You however firmly believe that radiation hormesis (the hypothesis that chronic low doses of ionizing radiation (in addition to the natural background doses) are beneficial, stimulating hypothetical reserve repair mechanisms that protect against disease) at low doses of radiation can be beneficial to organisms. So you´re on a crusade to make a nuclear bomb benign to the living anatomy. You gain a 30% bonus to both the trap and science skill and are able to research and fabricate small and medium sized nuclear devices. (Such as hand grenades, grenade launcher shells, rocket launcher shells and mines).

Name: Gecko
Discription: Pre-war you were a broker at the Wallstreet, now you´re looking at a world you once commanded. Greed is good, greed still works. Now you´re skinning geckos for a living instead of people. 150% increased amounts of pelts gained when skinning, because money never sleeps.

Name: Pacifist
Discription: You reject the notion that the nonviolence principle stands seperated from the non-aggression principle, which rejects the initiation of violence, but permits the use of violence for self-defense or delegated defense. You however firmly believe that the moral prohibition of the use of violence follows from argumentation ethics, which only applies when people are using argumentation to solve disputes. Your bonus to unarmed skill is therefor 50% and since your rhetorical skills might confuse anyone listening your speach skill is reduced by 20%. You also gain the HTH Evade perk as an exclusive ability.

Name: Psychologist
Discription: Stay on yer meds people! Then get back to me on monday. Whenever you´re buying chems from NPC vendors you don´t pay anything because they are free to you. You can´t trade these chems with any player because they are for personal use ONLY! You can however trade them back to the NPC vendors.

Name: Socialworker
Discription: Your empathy for the homeless is admirable and thus you gain a 25% reduction in travel time on the world map and a 20% bonus of finding rare random encounters.

Name: Chosen One
Discription: You´ve accepted this trait now fulfill the prophecy. Save your people from oppression and your elders from depression. You get a 50% bonus on any skills gained when reading books. You also have a G.E.C.K with you so you can raise a tent functioning as your personal base (no one but you have access to it). You can only have one tent at any given time so if you raise another everything stored at the other one is lost.

Level Requirement: 1
Requirements: Perception atleast 4.
Description: You predict the weather. Once a day you´ll get a chance to predict the weather for tomorrow. If you´re right you´ll get a chance to change it for the day. If you´re wrong, every single NPC, in that area, gets hostile towards you for that enitre day.

Name: Chemist
Level Requirement: 7
Requirements: Science atleast 10.
Description: Making candles out of earwax is second nature to you, but gunpowder crafting is where your heart is. (Potency depends on skill and schematics). Also, mixing random beverages grants random boons or conditions.

Name: Bubble Head
Level Requirement: 1
Requirements: Stonewall Perk
Description: You can not be critical hit in melee combat.
Ranks: 1

Name: Potato Peeler
Level Requirement: 1
Requirements: Age 20-40
Discription: Hard labour have made your fingers strong and nimble. Your thievery skills are improved and your index finger is a tool of death. Poking people in the eye is an art to you.

Name: Pandoras Box
Level Requirement: 1
Requirements: None
Discription: Ok, so you´ve found it. Open it! *
Ranks: 1

*If you hover the mouse over this perk you´ll get a popup window saying "open it!". If the button is pushed the player gain random perk, Yes even harmful ones. (Need to add harmful perks. Make them not known to the playerbase. Let them discover them!)

Name: Last Man standing
Level Requirement: 12
Requirements: Perception 1-3. Equipping a shotgun. Age: 60-110
Description: You´ve made a life defining decision. Can´t snipe nor can you carry a minigun. So, you shoot people in the legs. They don´t need those, right? In close combat you do an additional 50% damage and criticals hit for 25% more damage. Your lack of perception makes stealth detection hard...50% harder infact.

Name: Voice Actor
Level Requirement: 1
Requirements: Be able to speak. Speach skill 50%. Intellignece 8. Charisma 8.
Description: You had a job once, a paycheck and fans. Now what? You have a unique ability to access voice controlled security locks. 100% success rate, unless you´ve sustained a permanent injury to the head.

Name: Solicitor
Level Requirement: 1
Requirements: Willpower, Mental Agility/Wits, Ego
Description: Lawmen, merchants and doctors listens to you, no one else does. You´ve got a 100% speach success when talking to lawmen, merchants and doctors. "kill on sight" with everyone else. No lie.

Name: Optometrist
Level Requirement: 1
Requirements: Intelligence, Perception.
Description: You´re concerned with the health of the eyes and related structures, as well as vision, visual systems, and vision information processing in humans. Thats good. Your unique expertise is rare indeed. You´re able to cure eye conditions and equip people with cybernetic eyes.

Name: Speech therapist
Level Requirement: 1
Requirements: Intelligence, Perception. Charisma, speach skill 100%
Description: You are a specialist with training in the diagnosis and treatment of a variety of speech, voice, and language disorders who works with people, unable to make speech sounds or cannot make them clearly. You´re just a lovely person arent you? You are able to restore default voice structures for people with permanent head injuries.

I think I'd cry if we have too many perks/support perks Q.Q Its hard enough getting them all (not long)

I think first we should make useless perks worth and then add new ones as regular/support perks. Some  can work as supp perks well.

Initially this list was made as an ispiration for Brian Fargo, Chris Avellone and InXile. They approved of them but couldnt use them due to leagal issues.

If they make no sense its due to your lack of experience with Fallout in general.

By the way, i talked to Interplay with their Project 13 about a trimmed down perk/trait list. They were positive about it, in general terms,  but they had to shut down the project.


Now....if someone could revive the Van Buren Project....
